CLARIFICATION ON THE SET OF B.N.Sc GRADUATES THAT ARE ELIGIBLE TO BE ENLISTED FOR INTERNSHIP TRAINING
Fraternal greetings from the members of this association!
2. The series of calls we have received from concerned nurse-intern candidates, their parents and members of the general public, prompted us to write your esteemed office to enlighten you more on the set of graduates of Bachelor of Nursing Science (B.N.Sc) that are eligible to be enlisted for internship training. This became pertinent as the interview for first ever recruitment of nurse interns by your hospital takes place in a few days.
3. Following the release of the internship circular from the office of the head of Civil Service of the Federation, Ref No. HSCF/EPO/EIR/CND/S.100/ST/97, on 8th September, 2016 (please refer Annexure A), the Nursing and Midwifery Council of Nigeria officially commenced the implementation of the programme on 9th January, 2017 vide its memo, Ref No. N&MCN/EDU/INT/034/VOL.2/4, addressed to Vice Chancellors of all Nigerian Universities running the approved B.N.Sc programme (Please refer Annexure B).
4. Since the Nursing and Midwifery Council of Nigeria (NMCN) (the statutory regulatory body for nursing education, administration and practice) commenced the implementation of the programme on January, 2017, it follows that all the candidates that received their “Notification of Registration” from the NMCN on or after January 9, 2017 are eligible to be enlisted. Also eligible for enlistment are those whose induction ceremony/Issuance of the B.N.Sc certificate by their respective universities of training was done on or after January 9, 2017 (being the date the NMCN officially kick-started the programme).
5. Because it sometimes takes years after graduation for universities to issue certificates to candidates as they ensure that candidates are cleared by the NMCN, the supposed year of graduation is usually different from year of Induction/Issuance of Certificate. Therefore, the practicable year of graduation is the year of Induction/Issuance of Certificate, as that is the year the candidates received their certificates from the university authorities. Before this date the candidates have no glimpse of what their certificates look like and thus cannot make use of them as the certificates are still with the university authorities.
6. Same is applicable to the NMCN’s “Notification of Registration” because the effective date of enlistment into the profession is not the date the candidate wrote the council exam but the date of registration by the NMCN. As at the date of exam, candidates are not aware if they will pass or not. While council proceeds to register those that passed the council exam, those that failed are rescheduled to re-sit the exam. The date of registration (and not the date of exam) is thus what signifies the date the NMCN acknowledged that a candidate has successfully met all its requirements for registration and subsequent licensure.
7. For those that received their “Notification of Registration” from the NMCN before January, 2017 and those that had their induction or received their degree certificate from the university before January, 2017, we expect them to be employed on the new entry point base for the B.N.Sc holders i.e. CONHESS 08 (for new employees) after youth service.
8. For all existing Nursing Officers with B.N.Sc who are still below the new base of Grade Level 09 (i.e. CONHESS 08) we apply that they should be moved to the new base [.i.e. CONHESS 08 (Grade Level 09)] effective from 8th September, 2016 being the date of release of the circular, Ref No. HSCF/EPO/EIR/CND/S.100/ST/97, by the office of the Head of Civil Service of the Federation (HCSF).
9. This is in line with the age-long circular from the office of the head of Civil Service of the Federation (Ref No. B.63279/S.7/II/T/273 dated 24th April, 2002), which stipulated that whenever there is an enhancement in the base grade level of any cadre in the Civil Service, all officers who fall below the new entry point must be adjusted with seniority on the new post being the date of adjustment of the entry point (Please refer Annexure C).
10. We hope that this clarification will be of immense help as you further navigate the processes of implantation of the nascent graduate nurses’ internship in your hospital.
