Following the
completion of the work of its expanded committee of a reliable think tank set up
at its 19th National Professional Conference to oversee the review
of the establishment Act of the NMCN and having got input from the general
nursing community, the University Graduates of Nursing Science Association
(UGONSA) has transmitted the work on the bill for parliamentary amendment of the
Act to the NMCN, NANNM and distinguished Senator Mohammed Hassan Gusau (Zamfara
Central), who is astutely championing the parliamentary amendment of the Act at
the National Assembly vide separate letters dated 2nd March 2020.

AND PROPOSAL ON AMENDMENT OF THE ESTABLISHMENT ACT OF NURSING &
MIDWIFERY COUNCIL OF NIGERIA TO YOUR ESTEEMED ATTENTION
Following the
inauguration of the expanded committee of a reliable and intellectual think
tank (at our 19th National Professional Conference &
Scientific Update – Kaduna, 2019) to oversee review of the Establishment Act of
the Nursing & Midwifery Council of Nigeria and preparation of a bill for
the parliamentary amendment of the Act, we are pleased to avail you the work of
the committee and the proposals made thereto for further actions.

It is our considered judgment as well as that of the general
nursing community, whom we received input from in the course of executing this
assignment, that this prototype bill document we are submitting to you if
adopted and passed by the parliament shall address myriad of flawed sections in
the current obsolete Act that fall short of contemporary complexities of
nursing and midwifery practice, current trends and international best practices.

We profoundly appreciate your selfless effort to see that the
amendment of the Act sees the light of the day and our humble way of
encouraging you to superlatively get it right for the profession is by
articulating and availing for your guidance this document that represents the
changes the general nursing community wish to be made to the Act.
