UGONSA WRITES ALL HEADS OF HEALTH INSTITUTION ON PROPER PLACEMENT IMPLEMENTATION

 UGONSA has written to all heads of institutions, CMDS/MDs, on implementation of proper placement. The draft of the letter signed by the National President, Nur. I.O. Ojo and the National Secretary, Nur. P/O/ Eteng, is reproduced below:

A Request to Implement Enhanced Entry Point Circular for Graduate Nurses in Your Institution

This association, the University Graduates of Nursing Science Association (UGONSA), whose members comprise Nurses with a minimum qualification of first degree in nursing, brings you her fraternal Nightingale’s greeting.

      2.      We are writing to call your esteemed attention to the circular from the office of the head of Civil Service of the Federation (HCSF), Ref No.HCSF/SPSO/ODD/NCE/CND.100/S.8/72 dated 27th June, 2022, conveying the approval of enhanced entry point for nurses with a first degree in nursing as approved by the National Council on Establishments (NCE) at its 43rd Meeting held in Abuja from 24th to 28th January, 2022 (Kindly Refer Annexure A).

      3.      We request that you implement the circular in your institution effective from the approval/adjustment date (i.e., January, 2022) in line with the existing template for implementation of such circulars as outlined by an earlier circular from the office of the HCSF Ref No. B.63279/S.7/II/T/273 dated 24th April, 2002, which inter alia granted that anytime the base grade of any cadre in the Civil Service of the Federation is enhanced, that only officers within the cadre whose positions fall below the new entry point are adjusted but that the date of the adjustment shall be retained as the seniority date on the new (base) grade. (Kindly refer to Annexure B).

       4.      Consequently, we hereby request that any nurse with a first degree in nursing who is still below Grade Level 10 (.i.e., CONHESS 09) should be immediately upgraded to CONHESS 09, with retention of their current steps effective from January 2022. At the same time, those already on CONHESS 09 should be adjusted upward in steps to maintain seniority and relativity effective from same date (. i.e., January 2022).
